The Supreme Court’s 1999 Marshall decision has changed the face of the Atlantic inshore fishery, and it hasn’t been a smooth transition. Conflict and confrontation made news headlines. But in some places the decision provided the context for a coming together of native and non-native fishing communities. These budding alliances are becoming a movement to build more sustainable and inclusive, community-based management of the Atlantic fisheries in the face of ever-increasing corporatization of the industry and privatization of fisheries management.
